Housing Choice Voucher Program
The Housing Choice Voucher Program (HCVP) provides low-income families living in Lorain County the opportunity to rent housing in the private market through subsidy vouchers funded by the Department of Housing and Urban Development (HUD).
Tenant-Based Vouchers
Tenant-Based Voucher holders are able to choose and lease privately owned rental housing, including single-family homes, townhouses or apartments, in neighborhoods of their choice. Apartment homes must meet minimum standards of health and safety as determined by HUD.
Raise Up pays a portion of the voucher holder’s rent directly to the private landlord or property manager. The family pays the difference between the total rent and amount paid by Raise Up.
Project-Based Vouchers
Raise Up’s HCVP program also provides Project-Based Vouchers (PBVs) to private developers. This program ties a voucher to a particular unit within a specific property. It is important to note that if you currently live in a unit with a PBV and decide to move, the HCV assistance associated with the voucher remains with the property. The voucher does not automatically transfer with you. Raise Up currently administers the PBV program for specific buildings, each with its own set of admission criteria.
Voucher Transfer
If you have a voucher issued from another housing authority, you may be able to transfer, also referred to as “port,” the voucher to be used in Lorain County.
If/when vouchers become available, applicants are pulled from the waiting list for the interview process.
