About Our Affordable Housing Programs

Raise Up offers multiple affordable housing programs, including Public Housing (Section 9), Housing Choice Voucher (Section 8), Elderly Disabled Housing (Multifamily), Market Rate and Low-Income Housing Tax Credit (LIHTC).

The Housing Choice Voucher Program (HCVP), sometimes referred to as Section 8, and Home Ownership Program, funded by the United States Department of Housing and Urban Development (HUD), assist very low-income families (one or more persons) to rent safe, decent and affordable housing owned by private owners in Lorain County.

Raise Up manages Public Housing apartments, including some accessible apartment homes, located throughout Lorain County. Bedroom sizes range from efficiency/studio to six-bedroom homes. The apartment homes are issued to qualified applicants based on household size.

Raise Up manages two Multifamily buildings — International Plaza, located in the City of Lorain, and Harr Plaza, located in Elyria. Each high-rise community offers 100 apartment homes designated for people 55+ years old and persons with disabilities.

Raise Up has Market Rate apartments and single-family homes at 1963 Leavitt Road in Lorain. They include efficiency (no bedroom) and one-bedroom apartments with utilities included. Security deposits equal to one month’s rent are required. Raise Up also offers four single-family three-bedroom ranch homes under the Home Program. Both programs accept Housing Choice Vouchers.

Raise Up manages 51 apartment homes in Oberlin, Ohio, known as LMHA Oberlin Homes. These are part of the Low-Income Housing Tax Credit (LIHTC) program. The homes are two, three or four bedrooms, several of which are ADA compliant, offering all-first-floor living, with washer and dryer hookups, stove, refrigerator and central air.

Raise Up Housing Options

Raise Up, one of the largest landlords in Lorain County, offers many types of housing options:

  • Public Housing, also known as Section 9
  • Multifamily (Project-Based Section 8) for people 55+ and persons with disabilities
  • Housing Choice Voucher Program, formally referred to as Section 8
  • Low-Income Housing Tax Credits (LIHTC)
  • Market Rate apartments and single-family homes

Raise Up currently maintains and manages 1,638 apartment homes, all located in Lorain, Elyria, Amherst, Oberlin and Sheffield Township. This includes:

  • 80 dispersed apartment homes
  • 200 multifamily homes
  • 51 LIHTC
  • 11 Market Rate homes (seven apartments, four single-family homes)

Raise Up manages over 3,100 Housing Choice Vouchers, including:

  • 122 VASH vouchers for homeless veterans qualified by the VA
  • 175 NED vouchers for Non-Elderly Disabled individuals
  • 8 Foster Youth to Independence (FYI) vouchers
  • 34 Emergency Housing Vouchers

Eligible applicants pay 30% of their adjusted gross income toward rent. All utilities are provided in high-rise apartment homes. Residents in family communities are responsible for payment of gas and electricity.
